Beyond human rights

Human rights sound nice. But who is making them true?

In theory, each individual has undeniable human rights. But who decides to take action when they are violated? And what measures are taken to make them come true? Maybe the human rights are hi-jacked and used as political excuses for military actions, instead of making sure everyone has the most basic rights in life. If so, wouldn’t it then be more effective to translate the human rights into prohibitions for states and corporations?

Perhaps you are not this cynical. How do you think the Declaration of Human Rights is helpful in practice? Does it play the progressive role it ought to?
